Biographical / Historical

California’s voters passed Proposition 187 on November 9, 1994. This prop restricted undocumented immigrants from the state’s public services, such as access to public education and non-emergency healthcare. It also asked for teachers and healthcare professionals to report anyone they suspected of being undocumented. A few weeks after passage, courts found it unconstitutional under the Equal Protection Clause of 14th Amendment, which protects any individual regardless of citizenship status.
