Biographical / Historical

L.A. County Prop. A-1992 was a new funding approach made possible through passage of state legislation in 1991 (Senate Bill 659-Frank Hill), led by Esther Feldman and the Mountains Recreation and Conservation Authority. This state legislation allowed the L.A. County Board of Supervisors to place a ballot measure before county voters for approval to create a new L.A. County Regional Park and Open Space District (RPOSD), whose jurisdiction included all cities and county unincorporated areas; creation of a district-wide assessment district for the RPOSD; and levy of a property assessment.

L.A. County Prop. A-1992 was supported by a diverse, multi-sector coalition of leaders and organizations from throughout Los Angeles County. The Chair of the Yes on Prop. A Campaign Committee (1992) was Richard Riordan.

Prop. A-1992 included over 100 specific projects for parks, mountains, Santa Monica Bay, beaches, trails, wildlife habitat, gang prevention, senior recreation and other park and cultural facilities. Many iconic natural lands and parks in Los Angeles County would not exist today had it not been for passage of Prop. A.
