The file covers the desire of California to enter into a cooperative arrangement with the Atomic Energy Commission for development, design, construction and operation of a thorium seed-blanket nuclear central station to supply about 500 megawatts electrical power for the large pumps of the California Water Project. The material also deals with the entire Arizona-California controversy over water from 1964 to 1968.
