He attended the public schools of Lincoln, Nebraska and moved to Los Angeles, California in 1927. After studying law at Southwestern University, La Salle University and the University of Southern California, he was admitted to the bar in 1939 and commenced the practice of law in Los Angeles. Alphonzo Bell, Jr. (1914-2004) was a United States Congressman who represented the 27th and 28th Congressional Districts - which encompassed the communities of Santa Monica, Pacific Palisades, Brentwood, Bel Air, and West Los Angeles - between 1961 and 1977. Materials within the collection date from the 1930s to the 1980s and document Bell's political career.

The Citizens Committee to Save Elysian Park was founded in 1965 to organize public and official awareness and to raise support to preserve the park land as public open space, and to develop it for recreational activities.
