Abstract Jack Rugh was a labor relations representative in California's Department of Employment from 1940 until his retirement in 1971. In addition to his work in labor relations, Rugh was a regional coordinator for services to the handicapped. In 1967 Rugh was appointed by Governor Reagan to the Governor's Committee for Employment of the Handicapped.
